Local Government Reorganisation (LGR)

Published: 02 March 2026

Local Government Reorganisation (LGR) in England is actively restructuring two-tier systems (county and district councils) into single-tier unitary authorities to improve service efficiency and deliver devolution. Driven by a December 2024 White Paper, proposals for new structures were due by November 28, 2025, with new councils operational by April 2028.
There are
five main proposals for local government reorganisation (LGR) in Devon, Plymouth, and Torbay, currently under consultation by the UK Government. The plans aim to replace the current two-tier system with new unitary authorities.
